The Language Options dialog does not display all voices that are installed.

SAPI 4 is not reporting all voices from all installed TTS engines.
Resolution

Not all SAPI v4 TTS engines actually report that they support SAPI v4.  Removed the check for that capability when retreiving the installed voices.
